January & February 2010

Plans from 9 February 2010

Planning Application W2009/1386.   1 Lee Close, Woodloes Park, Warwick.

Dear Ms Galloway,

We wish to object to the planning application to erect a fence to extend the garden boundary into public land at the above address. We see this proposal as detracting from the intentional and attractive open design of the Woodloes Estate and one which should be resisted. We would ask the Council to refuse permission for this application.

Planning Application W2009/1505CA    Warwick Boats Limited, Banbury Road, Warwick.

Dear Mr Wallsgrove,

We wish to object to the proposal to instal a Portakabin in the boatyard at Warwick Boats. The yard is located at a very sensitive part of the Conservation Area with its river setting and backdrop of Eboral’s handsome bridge. The yard at present is incongruously scruffy and the owner should be encouraged to improve it. If a changing room is required it should be purpose built and designed to be in keeping with the existing structures and in keeping with the high standards required in the Conservation Area. Developments in the Conservation Area should enhance it, this proposal would most certainly fail to do so. We ask the Council to refuse planning permission for this application in its present form.

Planning Application W2009/ 1523/1524LB  5 Stratford Road, Warwick.

Dear Ms Butler

We wish to object to the proposal to erect a brick wall on the pavement boundary within the curtilage of the above listed building. The Introduction of hard brick wall landscaping as a continuation of the existing sandstone wall will be out of place in the setting of this ancient dwelling which marks the end of old town limits, neither will the proposed wall be in keeping with the garden frontages of the more recently built houses of Stratford Road. The former boundary planting should be retained or reinstated. We ask the Council to refuse planning permission for this application.

Planning Application W2009/1539. Warwick School, Myton Road, Warwick.

Dear Mr Wallsgrove

We wish to object to the proposal to widen the east exit from Warwick School car park on to Myton Road. Two vehicles side by side, one waiting to turn left and the other waiting to turn right will create a hazard for other road users, particularly pedestrians and cyclists. The two cars side by side will restrict the drivers’ view of oncoming traffic and be of considerable inconvenience to pedestrians who will have two lanes to cross and who will be faced with the difficulty of negotiating two queues of vehicles during the rush hour period. The hazard is heightened by drivers anxious to nip into a gap in the traffic and possibly oblivious other to road users who are not in cars. This provision to improve the access for cars raises concerns that the school may not have a monitored green travel plan to demonstrate that it is moving towards more sustainable modes of transport. We ask the Council to refuse permission for this application.

Planning Application W2009/ 1540.  Warwick School, Myton Road, Warwick.

Dear Mr Wallsgrove

We wish to object to the laying of a tarmac road on the greensward at this Warwick School site and so encroaching on the Area of Restraint where development should be strictly controlled.

We also object to the creation of a new exit where the stop point is shown across the cycle path and footpath, both paths should have a priority over exiting cars.

This provision to improve the access for cars raises concerns that the school may not have a monitored green travel plan to demonstrate that it is moving towards more sustainable modes of transport. We ask the Council to refuse permission for this application.

Plans from 4 January 2010

Planning Application W2009/1251  104 Emscote Road, Warwick.

Dear Mr Wallsgrove

To meet the requirements of the Supplementary Planning Document “Vehicle Parking Standards” the resurfacing of the driveway at the front of  this property should be carried out with a porous material, not impervious as proposed. Any reduction in run off water makes a contribution to the reduction in flood risk at periods of high rainfall.

The Council should refuse planning permission for this application in its present form.

Planning Application W2009/1377.  69 -71 Emscote Road, Warwick.

Dear Mr Wallsgrove

It is not clear whether 71 Emscote Road is a house in multiple occupation or whether it is in use as an extension to the bed and breakfast business at Jersey Villa next door. We cannot recall seeing a planning application for change of use from residential to either.  The two additional bedrooms constitute over-development, cramming in more people with no direct access to cooking facilities into too small a space. The plans are inconsistent, one with an outside staircase which would be visually unsatisfactory; the other with an internal staircase which conflicts with one of the two car spaces in the garage and could give rise to the risk of car fumes permeating the floor above.

With regard to the proposed railings we would reiterate our view when responding to planning application W2008/1366 when we said:-

“We see Jersey Villa (No 69) as a suburban dwelling at the old boundary of the town so are opposed to removal of the hedge, it is our view that railings will not be in keeping with the villa’s architecture and do nothing to reduce traffic noise. The same applies to No. 71 where a new hedge should be planted.”

“We would like to see a condition attached to any permission to return the windows at No. 71 to their original sashes.”

We would ask the Council to refuse planning permission for this application in its present form.

Planning Application W2009/ 1419   9A Market Place, Warwick.

Dear Mr Wallsgrove

We wish to object to the fascia signage proposed for the above Listed premises which we see as contrary to the Council’s guidelines for shop fronts in the Conservation Area. The black on white curved wording and two logos in applied plastic are quite inappropriate for this setting; simple straight traditional painted lettering should be used and the logos omitted. The Council should not be guided by what is there at present or what signage is used next door but seek to maintain Conservation Area and Listed Building standards at every opportunity.

Planning Application W2009/1487   WCC. St Nicholas Park, Banbury Road, Warwick.

Dear Ms Galloway

We wish to object to the proposal to make permanent the short cut used by school children across the green sward from adjacent to the elderly peoples bungalows to the riverside path at the eastern boundary of St Nicholas Park. The provision of a lighted tarmac path is inappropriate in this setting and damaging to the residential amenity. Use of the proposed path by cyclists will direct them on to the narrow footpath outside the bungalows with no good access to to the roads beyond and so create hazards and a nuisance to residents, not improve safety. A perfectly satisfactory and safe route already exists, to the north of the Community Centre.

The County Council may not be aware that there is a St Nicholas Park Working Group which does not seem to have been consulted. The group comprising park users, local residents  District Council officers and councillors is considering in depth proposals to improve the park, as participants in the group we would see this proposal as doing the opposite.

We ask that the Council refuse planning permission for this proposal.
